The University of California selected Hays as its new Managed Service Provider (MSP) for contingent workforce management. This program, now being piloted at UC Berkeley, marks an important step toward a more coordinated, transparent, and data-driven approach to managing temporary workers, contractors, independent contractors, and statement-of-work engagements across UC campus locations.

This program is designed to help campuses address longstanding challenges associated with managing non-employee labor, including fragmented processes, limited visibility into workforce spending, compliance risks, and inconsistent supplier management.

Through a centralized Managed Service Program and Vendor Management System, campuses will gain greater visibility and control over contingent workforce activity while streamlining sourcing, onboarding, invoicing, reporting, and offboarding processes.

The anticipated benefits are significant. In addition to improving time-to-hire, strengthening compliance, and improving transparency, Hays' estimates that campuses may realize cost savings and avoidance in the range of 15%–25%. This new arrangement will also standardize supplier management while providing better workforce data and reporting. The program also creates opportunities for California small businesses and disabled veteran-owned businesses.

The Berkeley pilot will provide valuable insights that can help inform future adoption across the UC system, supporting UC's broader goals of operational excellence, fiscal stewardship, and workforce agility.
