Best Value Sourcing Requirements from PCC 10507.8

  • All of the following must be considered when using Best Value:
    • Price and service proposals that reduce the University’s overall operating costs
    • Supply and material standards that support the university’s strategic sourcing initiatives
    • A procedure for bid protest and resolution
  • RFx proposals must include the Best Value criteria that will be used to evaluate bidders, and the criteria must be described both by criteria and specific attributes
  • Bidders who are not awarded the Best Value agreement must be notified in writing
  • Section 10507.8 does not supersede section 10507.7
    • University can still follow policy to look to second or third lowest responsible bidder if an agreement cannot be finalized with the lowest responsible bidder
    • University can still reject all bids

Reminders for UC RFx Events

  • The RSI must be attached to RFPs and RFQs. It may also be attached to RFIs
  • The evaluation document attached to each RFx must contain an explanation of the evaluation process for this sourcing event
  • During the internal UC evaluation, each evaluation team member is required to sign an Evaluator Conflict of Interest/Non-Disclosure Agreement
