Best Value - Weighted Scoring: How the Percentages are Calculated

In this example, the Qualitative (technical) scoring will account for 75% of the Total Score.
The Quantitative (financial) scoring will account for 25% of the Total Score.

To determine the Qualitative scoring, assign weights to the Questionnaire Categories. In this case, IT - Maintenance/Service Level Agreements is the most important factor in the technical considerations for this project. It is given the highest Category Weight – 30%. All other Questionnaire Categories are adjusted as needed until the total weight for all categories equals 100%.

In this example from CalUsource, sustainability is 15% of Total Score Weight, but it is 20% of the Questionnaires (Qualitative score)

Note that the Category Weight percentages in both Questionnaires (Qualitative score) category and the Pricing (Quantitative Score) category add up to 100%. However, each category in the Total Score only adds up to the available percentage for each.

Quantitative only has 25% of the Total Score, but it has the highest percentage of any category/subcategory in the Total Score. In this example, the Pricing (Quantitative Score) is the most significant of all the factors considered in the Total Score.

Quantitative weight can be increased (up to 85% Total Score with 15% for Sustainability) if needed. The examples of alternate weighting shows that when cost is 50% or more of Total Score, it becomes the overriding factor in ranking. Qualitative scores would have to be over 90 (scale of 0-100) to influence Total Score when Quantitative is weighted over 50%.
