UC Procurement Surpasses 4% Benefit Target in FY26

UC Procurement reached a landmark milestone in FY26, delivering benefits equal to 4.1% of total *addressable spend ($10.85 billion) and generating $445.4 million in value. This historic result reflects the team's strategic focus, cross-functional collaboration, and disciplined execution. It reinforces procurement's growing role as a true value driver within the University of California, going well beyond cost savings to deliver measurable, mission-aligned impact.

Comprehensive approach, data-driven insights and mature model are key

Reaching 4.1% required a comprehensive approach to category management, supplier engagement, and demand management. Leveraging data-driven insights and a more mature target-setting model, procurement teams across the system identified and captured high-impact opportunities within key spend categories. Strategic sourcing, supplier negotiations, and contract optimizations were central to the results, while close partnerships with campus stakeholders ensured alignment with operational needs and long-term institutional goals.

Achievement despite challenging headwinds

This achievement is especially significant considering the environment in which it was delivered. FY26 brought many challenging circumstances to the UC system. Federal tariff actions introduced broad inflationary pressure across supply chains, federal research funding reductions created fiscal uncertainty across campuses, and state budget constraints required restrictive cost-management measures systemwide. Rather than allowing these pressures to erode results, UC Procurement strengthened its reliance on systemwide contracted suppliers, negotiated proactively to manage tariff-related cost increases, and continued driving value via strategic execution throughout the year.

It reflects the expertise of our procurement teams and the trust and partnership of colleagues across UC.  We are proud to be working together to advance the university’s mission,” said AVP and Chief Procurement Officer, Paul Williams.

A more strategic target-setting model and cultural shift

A key enabler of this success was the continuous improvement effort focused on UC Procurement's integrated target-setting model. Systemwide Procurement and campus teams prioritized early stakeholder engagement in the sourcing process, enabling better planning, stronger risk mitigation, and more effective supplier collaboration. Investments in analytics and spend visibility gave teams the ability to identify opportunities faster, adapt to shifting market conditions, and report results with a level of accuracy that aligns with financial reporting principles.

Equally important was the cultural shift that has taken hold across the organization. Procurement worked closely with internal partners to build trust, demonstrate value, and embed a total cost of ownership mindset throughout the system. This collaborative approach helped unlock benefits not only through price reductions but also through improved service levels, reduced risk, and stronger supplier performance across the board.

UC Procurement's 4.1% benefit achievement is a testament to the dedication, expertise, and strategic mindset of the entire team. It also speaks to the importance of continued investment in capabilities, technology, and cross-functional collaboration. As the UC system moves forward through a still-complex external environment, this milestone instills a strong foundation for continued value delivery and deeper impact in support of UC's mission of teaching, research, and public service.
