How the program works
Two components support participating campuses: a dedicated service team and the technology behind it.
Campus scope
Each location defines the services and worker categories it wants the program to support. That approved scope determines how the MSP and VMS are configured for the campus.
Managed Service Program
Hays serves as a central point of coordination among hiring managers, Human Resources, Labor Relations, Procurement, and suppliers.
Vendor Management System
Hays' 3SS platform supports worker requests, suppliers, assignments, approvals, timekeeping, invoicing, and reporting.
Worker categories supported
Available categories depend on each UC location's approved scope and requirements.
Temporary staff augmentation
Hourly, short-term, backfill, project, or specialized support through an approved staffing agency.
Pre-identified payroll
Workers identified by a UC location before referral to the MSP for onboarding through the payroll supplier.
Professional services workers
Project-based workers engaged through a third-party supplier under a formal Statement of Work.
Independent contractors
Self-employed individuals engaged for specific services, subject to classification and compliance review.
Direct hire workers
External recruiting support for approved full-time, executive, specialized, or difficult-to-fill positions.
Covered services
The existing AgileOne process continues, with added program reporting for better visibility.

Frequently asked questions
A Vendor Management System (VMS) is a technology platform used to manage the contingent workforce lifecycle in one centralized location. It supports request intake, approvals, supplier distribution, candidate submissions, interviews, onboarding, compliance, time and expense processes, and program reporting. For the UC Managed Service Program, the VMS is Hays 3SS, referred to throughout this page as 3SS.
The preferred supplier list is expected to be determined through distribution rules configured in 3SS. These rules may consider approved supplier pools, service categories, location, supplier tiering, and other UC-approved program criteria. At go-live, Hays will use existing campus suppliers as well as additional suppliers from outside the university to support competition and quality.
The standard program approach is expected to route requests through approved MSP suppliers. Using a supplier outside the approved pool would require working with the MSP to onboard that supplier so it can work within the program.
Yes. Pre-identified candidates and payroll supplier engagements will be supported. Applicable UC program requirements, onboarding steps, and compliance reviews will still apply. Pre-identified candidates will be at a lower cost through the payroll supplier.
3SS supports configurable approval workflows. The visibility provided to requestors and managers will be determined through UC-specific configuration.
Designated HR, Labor Relations, or program reviewers will be able to review requests, return them for clarification or correction, and request additional information before a request proceeds. Final permissions and edit rights will be defined by role.
Yes. Approval steps may be configured to reflect UC requirements, such as Labor Relations, department leadership, a dean, HR, or other designated approvers.
Automated notifications and task alerts will notify managers when candidate review or another action is required through email and system notifications. Timing, recipients, and reminder cadence will be configured.
Managers are generally expected to review candidate submissions and record the appropriate disposition, such as advancing, rejecting, or requesting additional candidates. The MSP team will shortlist candidates before manager review so that only the most qualified candidates are available for manager review and comment.
Background screening will be incorporated into the onboarding process. Requirements will be established based on the specific job. Suppliers are responsible for completing all checklist items before a worker is cleared to begin an assignment. The MSP will also conduct periodic audits to verify supplier compliance.
Yes. Client-specific onboarding requirements may include forms, certifications, training, acknowledgements, screenings, and other compliance documentation.
Yes. Interview scheduling and calendar integration capabilities are supported through 3SS. UC-specific configuration will define invitation ownership, recipients, content, attendee handling, and the user experience.
